Volumetric flow is independent of pipe diameter; the diameter only affects flow velocity and pressure loss. One litre per minute equals about 0.06 m³/h. Sizing circuits and pumps additionally requires pressure and temperature difference — flow rate alone says nothing about the power transferred.
